Gaborone's rollout of 35,000 smart prepaid water meters — a P500-million first phase announced in 2024 — is one of Southern Africa's most decisive moves against water losses and collection gaps. addanode is not a meter vendor in that story; we're the layer a programme this size needs around it: independent flow-vs-vend reconciliation, meter fleet health trending, tamper and bypass detection, and per-zone delivery records — the assurance that the investment performs, and can be shown to perform.

The rollout's own meters are the only witness
A prepaid programme measures its success through the meters it installed — vends up, collections up. But vends aren't deliveries: bypasses, drifting registers and passing valves live precisely in the gap the vending data can't see. Independent zone inlet metering closes that gap with a neutral number, per zone, per day.
Fleet health emerges only in aggregate
Thirty-five thousand meters won't fail one press release at a time — they'll drift quietly, batch by batch, water hardness and sand doing their work. Zone reconciliation trends each area's vend-vs-inlet ratio over months, so a batch going bad shows as a slope, and testing effort goes to the right serial ranges.
Standpipes and syndicates outside the rollout
Beyond Gaborone's meters sit village standpipes and borehole syndicates — supply the programme doesn't cover but the water balance must. Point telemetry (flow, tank level, uptime) brings them into the same ledger, so "unaccounted" stops being a synonym for "rural".

- Vendor-neutrality matters more, not less, at scale. A programme with one national utility and one headline supplier needs its verification to come from neither — that's what makes the numbers usable in ministry reporting, tariff conversations and public accountability. We measure independently and reconcile against vending exports; we sell no meters.
- Scarcity sharpens the fairness question. Where supply cuts are scheduled the way power cuts are, prepaid customers rightly ask what they're paying for during restrictions. Charge-window telemetry documents actual supply availability per zone — the fairness record a prepaid scheme under restriction needs.
- Distances shape the hardware. Village standpipes and syndicate boreholes sit far beyond fixed networks. Solar-powered, tamper-alarmed nodes on LoRaWAN, 4G or satellite — buffering through BPC interruptions — are the standard build, shared with our remote site monitoring.
- The NRW programme is the other half. Vend data plus zone inlet data is the cleanest physical/commercial loss split available — the same instrumentation serves both this page and NRW reduction.

Do you compete with the meter supplier?
No — we complete the picture they can't. A meter vendor's data describes its own meters; programme assurance needs a measurement that doesn't. Independent inlet metering and point telemetry verify the fleet from outside, which is exactly why the numbers carry weight in oversight settings.
The new meters are smart — don't they verify themselves?
Smart meters report better, but they still report about themselves: a bypass around a smart meter is as invisible as one around a mechanical meter, and register drift affects both. Verification is structural, not technological — it requires a second, independent measurement, which is what zone inlet telemetry provides.
How would we catch a failing meter batch early?
By slope. Each zone's vend-to-inlet ratio should hold steady; a zone whose ratio declines month over month has meters under-registering (or bypasses growing). Cross-referencing declining zones against installation batches localises the suspect serial ranges before the loss becomes material.
Can standpipes and borehole syndicates be included?
Yes — and they should be, because they're the unmetered edge of the national balance. Solar-powered flow and level telemetry per point brings village supply into the same dashboard, with delivered-litres records councils and syndicates can actually use.
What does verification cost next to a P500m programme?
A rounding error — deliberately. Inlet metering across pilot zones plus point telemetry is quoted as a written cost band after a free remote review; against the value of confirming (or correcting) a nine-figure rollout, assurance instrumentation is the cheapest risk reduction in the programme.
Does it keep recording through power interruptions?
Yes — solar/battery nodes buffer locally through BPC load shedding and sync when connectivity returns. The delivery record stays continuous through exactly the events that would hole a manual log.
