- ZINWA governs bulk water and boreholes — abstraction permits and Sub-Catchment Council levies make borehole compliance a live Harare topic, while ZINWA itself rolls out prepaid metering.
- Harare's prepaid programme is huge and contested — a 600,000-meter first phase under a US$400m Chinese-funded BOT, rolling out from around March 2026 in Glen View and Budiriro, already drawing complaints about faulty meters and overbilling; roughly 5,000 km of the city's pipes need repair behind it.
- The power story has actually turned — Parliament's energy committee recorded 188 consecutive days without national load shedding during a June 2026 oversight visit to Kariba South. Dependable output runs roughly 1,200–1,600 MW against peak demand near 2,000 MW, with imports covering the gap; 635 MW is under construction and a further 730 MW at financial close.
- But the exposure hasn't gone anywhere — Kariba South supplies about 45% of annual generation, which makes the national grid a bet on one river basin in a drought-prone region. That is an argument for keeping your standby plant instrumented and your energy metered, not for panic.
- Manufacturing is recovering, and about to make an expensive decision — CZI's 16th annual survey (388 formal manufacturers across all ten provinces, 72% of them non-members) puts capacity utilisation at 55.9% for 2025, up from 52.3%; output grew 13%, turnover 12%, employment 6%. About 35% of firms invested in capacity expansion. Most striking: the third of firms that upgraded technology in 2025 recorded turnover growth of 18.4%, against 8.4% for those that didn't. Steel at Manhize (Dinson), cement, fertiliser, beverages and tobacco processing lead the rebuild.
- Effluent compliance is graded, not pass/fail — under section 60 of the Environmental Management Act (CAP 20:27) and the 2006 effluent regulations, EMA licences are banded blue, green, yellow and red in ascending order of risk, and the band is set by two measured variables: concentration and mass flow. Discharge above the red threshold is not licensed at all. Licences run a calendar year with quarterly returns — which makes discharge measurement a standing obligation rather than an annual test.

Can you monitor an existing borehole and tank installation?
Yes — that's the standard case. Level sensors in the tank, flow on the line, current on the pump, dry-run protection as a side effect; solar-powered node, alerts to WhatsApp. Your installer's hardware stays exactly as installed; the telemetry rides on top.
How would verification help with the prepaid meter disputes?
An independent measurement upstream of the meters answers the question both sides are shouting about: what volume actually flowed versus what was vended and billed. For estates, institutions and scheme operators, that record turns disputes into arithmetic — which protects honest customers and honest operators alike.
Load shedding has largely stopped. Do we still need monitoring?
For outages specifically — much less than you did two years ago. Two things still hold. First, the gensets are insurance now, and monitoring makes insurance cheap to keep: readiness proven rather than assumed, fuel that stops disappearing, honest cost-per-kWh for deciding what stays on standby. Second, and more important, the reason to measure has moved from the grid to the line — at 56% capacity utilisation, the expensive question is where the other 44% goes, and no electricity bill will tell you.
