Zimbabwe grades your effluent licence. The grade is calculated from two things you have to measure.
Most environmental regimes are pass or fail. Zimbabwe's is not. Under the Environmental Management Act and the 2006 effluent regulations, EMA issues discharge licences in four bands — blue, green, yellow and red, in ascending order of risk to the receiving environment, and the band is determined by the concentration of what you discharge and its mass flow. Two variables. Which means you cannot know your own band without measuring both.
What the licence actually requires.
The legal basis is section 60 of the Environmental Management Act (Chapter 20:27) of 2002, with the Environmental Management (Effluents and Solid Waste Disposal) Regulations, 2006 setting out how licences are classified and issued. In outline:
- Four bands. Blue, green, yellow and red, ranked by the potential risk a discharge poses to the receiving environment.
- Two variables set the band. The concentration of the emission and the mass flow. Concentration alone does not determine it — a dilute discharge at high volume and a concentrated one at low volume are treated as what they are, which is the point of using both.
- Above red, there is no licence. A process discharging above the upper threshold of the red class is not licensed at all.
- Apply on form ESWD1, with a laboratory analysis of the effluent discharged from your premises.
- The licence runs one calendar year, with quarterly returns. That is the sentence that decides how you have to measure: reporting four times a year on a discharge that varies daily is not something an annual test can support.
- Fees are payable on the "polluter pays" principle.
One thing we will not tell you because we could not verify it: whether the fee scales with the band. It is widely assumed and it would follow from the polluter-pays principle, but we could not obtain an official current fee schedule, so treat any supplier who quotes you a saving from moving down a band as quoting something they have not checked. Ask EMA directly for the schedule that applies to your category.
Mass flow means volume is half your compliance position.
Under a pass/fail regime, a site can survive on periodic sampling — take the sample, meet the limit, file the certificate. A banded regime built on concentration and mass flow behaves differently, in three ways that matter operationally:
Volume is a compliance variable
Mass flow is concentration multiplied by discharge volume. A site that measures concentration carefully and estimates its flow is estimating half of its own classification — and estimates drift in the direction of whatever is convenient.
Your band is a state, not an event
Four samples a year describe four moments. If a process upset, a CIP cycle or a pump trip pushes concentration or flow well outside normal on the days between samples, the licence position for those days is unrecorded.
Quarterly returns need a series
A return covering three months is only as good as the record behind it. Continuous flow with quality proxies gives you a series to summarise; sampling gives you four points to interpolate between.
There is also a straightforward operational argument that has nothing to do with the regulator. Most discharge excursions on an industrial site have an in-plant cause — a batch gone wrong, a valve left open, a cleaning cycle running to drain, a pump tripping and backing up. Continuous data catches those while the cause is still identifiable. A sample taken six weeks later tells you something happened and gives you no way to find out what.
The discharge line, and what feeds it.
- Flow on the discharge, continuously. The mass-flow half of your band, and the figure most sites currently estimate. Electromagnetic or ultrasonic depending on the line and the effluent.
- Continuous quality proxies — pH, electrical conductivity, temperature, and turbidity where the discharge suits it. These are robust, telemetry-friendly measurements that move when the process moves.
- Alerting on rate of change, not just threshold. A pH drifting steadily is a process telling you something before it becomes an exceedance. Threshold-only alarms fire when it is already too late to prevent, only in time to record.
- Upstream points where it helps. Where a plant has several contributing streams, metering them separately turns "the discharge was out of specification" into "line three was", which is the difference between an investigation and a fix.
- A record that survives the site. Nodes are battery-buffered and log locally, back-filling when the link returns — so a network fault or a supply interruption doesn't leave a hole in the quarter you are about to report on.
- Export in the shape the return needs, so preparing the quarterly submission is an export rather than a reconstruction.
How this sits with your laboratory. Continuous instruments and accredited analysis do different jobs. Metals, COD, BOD and most determinands that appear on a licence are laboratory measurements, and EMA's application requires a laboratory analysis for good reason. What continuous data adds is everything between those analyses: evidence that the sample you submitted was representative of a process in control, an alert when it wasn't, and the flow record that turns a concentration into a mass flow.

Who needs an effluent discharge licence in Zimbabwe?

What are the blue, green, yellow and red bands?
Licence classifications in ascending order of potential risk to the receiving environment. The classification depends on two variables: the concentration of the emission and its mass flow. A process emitting above the upper threshold of the red class is not licensed at all. Because mass flow is concentration multiplied by volume, your band depends as much on how much you discharge as on how strong it is.
How often must effluent be reported?
The licence is valid for one calendar year and requires quarterly reporting. That cadence is what makes continuous measurement practical rather than optional: assembling four returns a year from a discharge that varies daily is far easier from a continuous record than from a handful of grab samples and an estimate of volume.
Can continuous sensors replace laboratory analysis?
No. Metals, COD, BOD and most licensed determinands are laboratory measurements, and the licence application itself requires laboratory analysis. Continuous instruments measure proxies — flow, pH, conductivity, temperature, turbidity — and their job is the interval between analyses: showing the sampled condition was typical, alerting to excursions, and producing the flow record that converts a concentration into a mass flow.
Does moving to a lower band reduce our fees?
We could not verify a current official fee schedule, so we are not going to assert it. Fees are payable on a polluter-pays basis and the band reflects risk, but the relationship between band and fee for your category is a question for EMA directly. The operational case for measuring holds regardless of the answer, because your band is calculated from numbers you either measure or estimate.
What does effluent monitoring cost in Zimbabwe?
Set by the discharge line size and type, which parameters you need beyond flow and pH, whether power and network exist at the discharge point, and how many streams you want measured separately. We quote a written cost band after a remote assessment. On most sites the flow meter is the largest single item and also the one that closes the biggest gap, since flow is the half of the band calculation that tends to be estimated.
