Vending reports that audit themselves
The vending system reports tokens sold and credit consumed — it cannot see water that bypassed its meters or meters reading slow. An independent bulk measurement at the zone inlet, reconciled daily against vends, is the neutral answer to "is the scheme delivering what it's selling?" — and the early warning when it stops.
A meter fleet repeating history
Zambia's post-paid fleet decayed quietly for years before audits named the problem. Prepaid fleets age the same way. Zone reconciliation exposes drift in aggregate from day one, ranks clusters for testing, and gives the utility a maintenance rhythm the old fleet never had.
Kiosks and standpipes going quietly dark
Prepaid standpipes and kiosks serve compounds where the utility's reputation is made or lost. A jammed valve or empty tank loses revenue by the hour and trust by the day. Uptime telemetry per point turns silence into a same-day repair ticket.

- The audit history is the argument. A country that has already documented widespread meter inaccuracy doesn't need convincing that meters drift — it needs the mechanism that catches drift continuously instead of once a decade. Zone-level verification is that mechanism, priced at a fraction of fleet replacement.
- Mobile-money vending, independent measurement. Top-ups ride the vending platform and mobile money; we stay deliberately off the payment rails, reconciling exported vend volumes against measured flow. Independence is what makes the numbers settle disputes.
- Load management is designed in. After the Kariba years, Zambian infrastructure plans around power interruptions. Verification nodes run on solar/battery and buffer locally — the delivery record stays whole through outages.
- Compound sites are hard sites. Standpipes and kiosks face vandalism and no fixed power; enclosed, tamper-alarmed, solar-powered hardware on LoRaWAN is the standard build.

Prepaid water verification in Zambia — common questions
Do you sell prepaid water meters in Zambia?
No. Vendors supply the meters; we supply the independence — flow measured separately, reconciled against vends, reported neutrally. A verification layer with meter sales attached would be marking its own homework, which is the problem Zambia already has.
Prepaid was supposed to end our revenue losses. Why verify?
Prepaid ends collection losses. Physical losses, bypasses and meter drift continue unless measured — and audits show Zambian meter fleets drift badly. Verification keeps the prepaid gain from eroding the same way the post-paid fleet did, and proves it to whoever funded the rollout.
How is a bypass caught?
Arithmetic first, signature second: if a zone's independent inlet flow persistently exceeds its summed vends, unmetered water is moving. Night-flow timing and step-changes then narrow the search to a cluster, so inspection teams knock on the right doors.
Can this run on our existing post-paid zones too?
Yes — the same inlet-vs-consumption reconciliation works against post-paid billing data, and doing both gives the CU a before/after view of exactly what prepaid changed. That comparison is often the strongest slide in the board pack.
What does a verification pilot cost?
A pilot on one zone or kiosk cluster is quoted as a written cost band after a free remote review of your scheme and vending platform. It typically pays for itself with the first bypass cluster or drifting meter batch it finds.
Does it keep recording through load management?
Yes — solar/battery power and local buffering are standard. The delivery record syncs when power and connectivity return, staying continuous through exactly the periods a manual log would go blank.
