The oldest prepaid dispute, imported directly from the electricity experience. An independent zone measurement — inlet flow versus the sum of prepaid consumption downstream — shows whether a zone's meters read honestly in aggregate, and isolates the street or block where they don't. The answer becomes data, not a shouting match at the estate office.

Prepaid concentrates the incentive to cheat at the meter: plumb around it, force the valve, interfere with the register. Bulk-and-submeter telemetry — borehole, tank, block, compound — gives the FM company an allocation chain it can show, which is the difference between "new billing system" and "new billing scandal".

- The electricity precedent cuts both ways. Prepaid literacy is universal — so is prepaid scepticism, sharpened by years of estimated billing and band debates. Water schemes inherit the customer's guard fully formed; independent verification is how a rollout earns what the meters alone can't.
- Power reality is the design constraint. With grid supply averaging hours, not days, verification hardware runs on solar and battery, buffers locally, and records straight through generator changeovers — because a delivery record with outage gaps is useless in a dispute.

Do you sell prepaid water meters in Nigeria?
No. Meter vendors exist; what schemes lack is an independent layer with no meter sales to defend. We measure flow independently, reconcile against vended volumes, and report neutrally — which is what makes the numbers usable in a dispute.
Our residents already distrust prepaid from NEPA days. Does verification help?
It's the only thing that does. "Trust the meter" failed in electricity; "here is the independent measurement, per block, per day" is a different conversation. Estates that publish delivery summaries alongside prepaid billing report fewer disputes for a simple reason: the argument has data in it.
How do you catch a bypass in a compound?
By arithmetic, then by signature. If a zone's independent inlet flow exceeds its summed prepaid consumption persistently, water is moving unmetered; night-flow timing and step-changes then narrow it to a cluster. Inspectors go where the data points — a far cry from blanket sweeps.
Can this work with tanker top-ups and multiple sources?
Yes — Nigerian estates often blend borehole supply with tanker deliveries. Metering the tanker discharge point and the borehole separately closes the balance: source A plus source B versus tank rise versus downstream consumption. Unrecorded deliveries and short deliveries both show immediately.
What does verification cost for an estate?
Source and tank instrumentation plus inlet meters per block, quoted as a written cost band after a free remote review of your layout. At current water and diesel costs, the first found leak or bypass typically repays the system — and the avoided billing crisis is the part nobody invoices.
Does it keep working through outages?
Yes — solar/battery power and local buffering are standard, precisely because Nigerian power reality would otherwise punch holes in the record. Data syncs when connectivity returns; the delivery history stays continuous.
