Ghana was the first country in Africa to publish a colour rating of how well companies manage their environment.
That idea — AKOBEN — says something about how Ghana thinks regulation should work: not only limits and penalties, but performance made visible. Whatever its current operating status, the criteria it was built on remain the clearest published statement of what Ghana's EPA considers good environmental management, and one of the seven is environmental monitoring and reporting. GS 1212:2019, and where the numbers come from.
Ghana Standard GS 1212:2019, "Environmental Protection — Requirements for Effluent Discharge", sets the requirements for effluent quality across sectors. It sits on top of a longer history: since 2001 the EPA has been converting its guidelines on noise, air quality and effluent discharge into standards, which is why Ghanaian discharge compliance is now a standards question rather than a guidance one.
The practical consequence of a standards-based regime is that the burden shifts to evidence. A guideline invites you to do your best. A standard specifies a value, and a value invites a comparison — which means someone has to be measuring, and the measurement has to exist for the period in question rather than for the day of the inspection.
Get the standard itself. GS 1212:2019 is published by the Ghana Standards Authority and the numerical limits live in the document. We are not going to reproduce a limits table from secondary sources — obtain the current standard for the parameters that apply to your sector, and confirm your permit conditions with the EPA, since those can be stricter than the general standard.
Five colours, seven criteria — and monitoring is one of them.
AKOBEN was an environmental performance rating and public disclosure programme established by Ghana's EPA — the first of its kind in Africa. Mining and manufacturing operations were audited and rated on a five-colour scale, with results reported publicly:
Gold · Green
Excellent and very good environmental performance.
Blue · Orange
Good, and unsatisfactory.
Red
Poor — assigned where emissions or effluents exceed environmental quality standards, or where on-site hazardous waste management is poor.
The audit ran on seven criteria: legal requirements; hazardous on-site waste management; toxic emissions management; environmental monitoring and reporting; best-practice environmental management; complaint management; and corporate social responsibility. At the first disclosure, 60 companies took part — 11 mining and 49 manufacturing — and coverage later extended to around 100 firms.
On current status. The concrete material we could verify about AKOBEN dates from roughly 2013 to 2019, and we were unable to confirm whether ratings are still being audited and published in 2025–2026. So this page describes the scheme and its criteria rather than asserting a current annual publication — check with the EPA before planning around it. What has not changed either way is the substance of the fourth criterion: Ghana's environmental regulator has published, in writing, that monitoring and reporting is a distinct dimension of environmental performance, separate from whether you happen to meet a limit on the day you are sampled.

Discharge, and the process that produces it.
- Discharge flow, continuously. Volume is what turns a concentration into a load, and it is the figure most often estimated on a Ghanaian site.
- Continuous quality proxies — pH, conductivity, temperature, turbidity where suitable — trending between the laboratory analyses your permit requires.
- Alerting on rate of change. A drift caught early is a process correction; a threshold breach caught late is a report.
- Separate streams. Where several processes contribute, metering them individually turns a site-level exceedance into a line-level cause.
- Intake metering, closing the water balance and revealing unrecorded draws.
- A record that survives dumsor. Nodes are battery-buffered, log locally and back-fill — because monitoring that stops with the supply leaves gaps exactly where an interruption disturbed the process.
On sites where treatment depends on aeration or dosing, the link between power events and discharge quality is direct: lose aeration for twenty minutes and the effluent twenty minutes later is a different effluent. How this sits with your laboratory. BOD, COD, metals and most regulated determinands are laboratory measurements and remain so. Continuous instruments cover the interval between analyses: evidence that the sample was representative of a process in control, an alert when it was not, and the flow record that sampling does not produce.
Where discharge is licensed and variable in Ghana.
Cocoa and food processing — high organic load with cleaning cycles that dominate the discharge profile · Beverages and breweries — volumes that swing with production and CIP · Textiles and chemicals — concentration-driven risk where a process upset moves the numbers fast · Mining and quarrying — discharge inside a wider water balance, and the sector AKOBEN rated first · Aluminium, plastics and manufacturing in the Tema and Takoradi industrial areas · Estates and institutions operating their own treatment plants.

Is AKOBEN still running?
We could not confirm it. The concrete material we were able to verify dates from roughly 2013 to 2019, and we found no reliable confirmation of 2025–2026 audits or publications. Why does "monitoring and reporting" appear as a separate criterion?
Because it measures something different from compliance with a limit. A plant can meet its limits on the day it is sampled and still have no idea what its discharge does the rest of the year. Treating monitoring and reporting as its own dimension is a regulator saying that the quality of your evidence is itself part of your environmental performance — which is the same logic now appearing in Nigeria's installation requirement and Zimbabwe's banded licensing.
Can continuous sensors replace laboratory analysis?
No. BOD, COD, metals and most regulated determinands are laboratory measurements. Continuous instruments measure proxies — flow, pH, conductivity, temperature, turbidity — and their job is the interval between analyses: evidencing that the sampled condition was typical, alerting to excursions in between, and producing the flow record that sampling never generates.
What does effluent monitoring cost in Ghana?
Set by discharge line size and type, the parameters you need beyond flow and pH, whether power and network reach the discharge point, and how many streams you want measured separately. We quote a written cost band after a remote assessment. On most sites the flow meter is the largest single item and closes the biggest gap, since flow is the figure most often estimated.
